신규 설치된 Gitea Act Runner(hz-prod-runner)가 태스크를 받아서 실행할 수 있도록, 모든 CI 워크플로우 설정 파일 내 runs-on: 대상을 ubuntu-latest로 수정 및 반영하기 위한 PR입니다.
