spec/41_release_dag.yaml:
- validate_sector_universe_monthly_refresh 노드 신설 (wave_0, strict:false)
  - cmd: validate_sector_universe_monthly_refresh_v1.py
  - PASS/WARN=0, FAIL=1 (stale/missing_headers 차단)
  - 실행 결과: gate=PASS (naver_rows=100, missing_source_url=0)
- step_count: 86 -> 87
