Consolidate DEC-037, DEC-038, DEC-079 into single approval checklist for human sign-off.

  • DEC-037: Source/License/SLA for total returns, delisting, consensus data
  • DEC-038: Market calendar source & operator assignment
  • DEC-079: Timezone/holiday correction SLA

No code changes; documentation only. AGENTS.md: Necessity-driven, Maturity (approval before code).
