변경 내용

• 테스트 DB 설정을 appsettings.Development.json으로 고정
• 운영용 접속정보 fallback 제거
• model-operation 및 inbox append-only migration 추가
• UTC clock과 KST 경계 처리 정렬
• migration 경로와 통합 테스트 계약 정렬
• AGENTS.md 실행 프로토콜 보강

검증

• Release build: 성공
• 전체 테스트: 116/116 통과
• migration fresh/re-run: 성공
• 운영 DB 및 KIS/자동주문 경로: 변경 없음

사용자 기존 문서·로그·백업 및 ObservabilityMetricsTests.cs 삭제 변경은 포함하지 않았습니다.
