기술부채는 100건이며 v14 신규 TD-081~100을 추가했다. 특히 runtime build 미검증, feedback repository 미구현, pnpm lock 부재, migration 0019 rehearsal, metric definition 원장 미완료는 Gate 차단 항목이다.
