Runtime validation boundary

현재 artifact 환경에는 다음 실행 인프라가 보장되지 않는다.

• .NET SDK
• 실행 PostgreSQL/API
• 설치된 pnpm/node_modules
• Playwright browser runtime

따라서 다음을 실제 완료했다고 주장하지 않는다.

• ASP.NET Core compile/runtime
• PostgreSQL migration execution
• Vitest runtime execution
• Playwright browser execution

반면 Node 기반 KBX Governance Gate와 286개 TypeScript/Vue script unit syntax transpile은 실제 실행하여 PASS했다.
